For my project, I will focus on the problem of substance abuse in our society
I will create a PowerPoint presentation and an analytical paper that correlates with the PowerPoint.
The target audience of my presentation will include everyone in our society as this can affect everyone on some level.
The purpose of my presentation will shed light on the topic and hopefully spread awareness.

This sounds fine.
And, as you mentioned, a short paper should accompany the project...(which you can turn in on a disk...maybe just put the paper on the disk with the powerpoint).
The paper can be explanatory of the visual elements involved, it can be an outline of major ideas, it can be reflective about the project (what you leanred, what you cut, what you'd change...etc). Your call. I am thinking a 2 page minimum on the paper. Sound good?
